The Ministry of Youth and Sports (KBS) through the National Youth and Sports Department (JBSN) invites clubs/associations/non-governmental organizations/IPT Rakan Muda Secretariat/ARPRM Operating Agency/Rakan Muda Club to apply for assistance funds for implementing the Rakan Muda initiative program which can be accessed via the link

About the Young Friends Program

The Rakan Muda program is one of the key initiatives under the Ministry of Youth and Sports (KBS) which was first introduced in 1994. The program aims to be a comprehensive youth development platform, focusing on the interests, potential and lifestyle of Malaysia’s young generation.

In 2023, the Rakan Muda Program will be updated with a fresher approach known as Rakan Muda 2.0, in line with current developments, digitalization and the needs of generations Z and Alpha.

In the Rakan Muda program there are various workshops, tournaments, funding and special programs for the younger generation according to their interests and tendencies.

Program Organization

To organize the program, there are 10 programs that can be run:

• Active Friends
• Friends of the Earth
• Friends of Democracy
• Digital Friends
• Expression Friends
• Circuit Friends
• Skilled Friends
• Music Friends
• Business Partners
• Caring Friends

Application Category

The application categories that can be applied are as follows:

• Young Friends Club
• IPT Young Fellow Secretariat
• ARPRM Operations Agency
• Associations/Clubs/Organizations (Registered with the Office of the Registrar of Youth Organizations (ROY) and Organization Registration Department (ROS)

Applications That Can & Cannot Be Considered

Applications that may be considered are as follows:

• 10 LIFESTYLES OF YOUNG FRIENDS – Application for organizing the 10 Gay Life Young Friends program
• PERIOD – Implementation of the program in January-December 2026
• FORMAT CONCEPT – Programs in the form of workshops, courses, training, seminars, creative competitions, volunteer activities are encouraged.
• CONSIDERATION – Venue/publicity system rental, food and drink for participants, transportation, speaker/panel/jury fees, competition prizes, promotional materials and other appropriate costs.
• TARGET – Programs that impact youth and society.

However, applications that cannot be considered are as follows:

• UNREGISTERED ORGANIZATIONS – Applications from any Organization/Association/Club/SRM IPT that does not have valid registration.
• INCOMPLETE DOCUMENT – Applications that do not include complete information and do not meet the requirements.
• FORMAT CONCEPT – Sports programs with the lifestyle of Active Friends, Circuit Friends and Digital Friends (e-sports) with the concept of championships or competitions. Mass sports programs with the Active Friends lifestyle, such as running/cycling/leisure walking such as aerobics. The program takes the form of a tapa tour filled with activities containing scientific/educational elements.
• DO NOT SEND PAST REPORTS/PROGRAMS – Organizations/Associations/Clubs/SRM IPT that have not submitted previous program reports (if using the KBS financial assistance allocation).

Scope of Application

The scope of application is as follows:

• 10 Young Friends Lifestyle Activities are open to participation from various races and promote unity.
• Online applications are made before the program implementation date.
• Applications involving the IPT Young Fellows Secretariat need to receive organizational and implementation support from the Student Affairs Division (HEP)/Management.
• The Applicant Agency is permitted to submit more than 1 (one) application provided that there is only 1 (one) application for each window and a complete report has been completed to obtain prior approval.
