The 2026 Terengganu Budget with the theme “Encouraging Potential, Soaring Performance” focuses on effective governance, economic resilience and community welfare towards a progressive, blessed and prosperous country. This report also outlines seven key drivers to improve the performance of each planned potential.

The 2026 Terengganu Budget was presented by Datuk Seri Ir Dr. Ahmad Samsuri Mokhtar, Chief Minister of Terengganu live via live streaming on Facebook on November 10 2025.

Terengganu Budget 2026

The 2026 Terengganu State Budget is the state government’s annual financial document prepared to balance the needs of economic stimulation, social development and strengthening state governance.

This budget is described as a strategic document that not only manages expenditure and revenues, but also outlines Terengganu’s future growth in a more sustainable and inclusive manner.

By 2026, the state government has allocated RM1.938 billion for operational costs, including RM450 million specifically for development costs.

Estimated state revenues are estimated at RM1.998 billion, demonstrating the government’s commitment to continuing to strengthen its fiscal position while ensuring the economic benefits can be felt by all citizens.

This budget focuses on implementing fiscal policies as well as programs and projects that can stimulate balanced economic and social growth, in order to ensure the welfare of the people of Terengganu as a whole.

Main Strategic Focus of the 2026 Terengganu State Budget

This budget is driven through three main strategic focuses:

1. Simplify government governance to increase the success and efficiency of service delivery.
2. Structuring economic resilience to encourage medium and long term growth.
3. Preserving social needs in order to ensure community welfare in an inclusive and sustainable manner.

Seven Main Drivers for the Success of the 2026 APBN

To ensure every policy and project achieves optimal results, seven main drivers were formulated:

1. Emphasis on the impact and effectiveness of each initiative.
2. Establishment of implementation committees to monitor major projects.
3. Developing citizen and business data for more accurate and targeted policies.
4. Strengthen collaboration between institutions for more efficient coordination.
5. Empowerment of Regional Government (PBT) in community development.
6. Expanding Technical & Vocational Education and Training (TVET) as a catalyst for a skilled workforce.
7. Promote digitalization and automation in state government governance.

The Essence of Assistance for the People of Terengganu 2026

The following are some of the important essences of Assistance for the People of Terengganu 2026:

• Providing a bonus of RM500 to ASN
• Implementation of the North Kuala Terengganu Drinking Water Supply Scheme (KTU) will ensure more stable water distribution to meet community and industrial needs.
• Consider water supply subsidies for schools and tahfiz huts
• Emphasis on basic facilities, affordable housing, rural economic opportunities and social welfare so that the development gap between urban and rural areas can be bridged
• Various high-impact strategic projects such as Transit-Oriented Development (TOD) in the ECRL station area, construction of an alternative route from Chukai ECRL Station to Kemaman Harbor, as well as expansion of Kemaman Harbor
• Support for young entrepreneurs, B40 & asnaf
• Terengganu Certificate Children’s Program
• Symposium on youth and youth leadership
• Strengthening premarital courses & postmarital programs
