About the Special Program for Working Abroad

The Special Assignment Program Abroad is a program held specifically for Non-Teacher Service Officers (PBG) who are interested in taking short-term courses abroad.

For information, the program is implemented by sending non-teaching civil servants abroad for meetings, courses, seminars, increasing knowledge (professional development), or building bilateral/multilateral relations.

This is to fulfill assignment or career development needs, for example international studies, regional meetings, important official visits and so on.

Application Date

Registration date is open February 6, 2026 (Friday).

Facilities Provided

Those who are successfully selected for the 2026 Special Overseas Assignment Program organized by BPSM, will receive facilities as regulated in circular letter WP1.4 (Tariffs and Conditions for Submitting Allowances, Facilities and Payments to Civil Servants in Carrying Out Official Duties) and submission of officer claims will be coordinated by the respective Divisions/Departments.

Application Terms

The application conditions for applying are as follows:

  1. It has been confirmed in the latest service scheme on the application closing date.
  2. Management and Professional Group Officers Grades 9 – 14 of the Non-Teaching Services scheme who have served at least three (3) years in the Ministry of Environment.
  3. have a remaining working period of at least 5 (five) years;
  4. Achieve an average score of 90 or more on the Annual Performance Evaluation Report (LNPT)/My Performance for three (3) consecutive years of the latest service scheme (2023, 2024 and 2025). The LNPT annual assessment must be 12 months.
  5. Free from demands/disciplinary action and free from court demands.
  6. Have declared assets within the last 5 (five) years.
  7. Did not attend short-term courses abroad in the last two (2) years (2024 and 2025) or long-term courses in the last three (3) years (2023, 2024 and
  8. 2025).
  9. Master English well and be able to communicate in English;
  10. For candidates who are pregnant, gestational age should not be more than six (6) months for safety reasons.
  11. The course applied for must be in accordance with the Officer’s Job List / Job Description (JD).
  12. This application is supported by the Head of Department.

Application Process

The application process is as follows:

  1. Acceptance of Offer
    Receive an offer to take a course abroad and course participation is approved by the Head of Department
  2. Document Preparation
    Fill out the documents requesting approval to go abroad:
    – Appendices A, B, C, E, F and I;
    – Late justification (if less than 21 days); And
    – Flight schedule
  3. Document Submission
    Send complete application files to the Training and Competency Branch (CLK), BPSM as Coordination Division
  4. Document Review
    CLK, BPSM will review and send the application to the Finance Division (BKew)
  5. Approval Process
    BKew will process the application and obtain approval from the Controller
  6. Application Results
    BKew will inform the applicant of the results of the application via CLK, BPSM.
