KL Lockdown 2025 – List of Roads Closed & Alternative Routes (23-28 October)
Kuala Lumpur city center will undergo total KL Lockdown from 23 to 28 October 2025, along with the 47th ASEAN Summit which brings together the world’s highest leaders.
Malaysia is Chair of ASEAN 2025, and massive security measures are in place to ensure the smooth running of this international event.
16,000 Police Mobilized
A total of 16,000 members of the Royal Malaysian Police (PDRM) were deployed from all over the country to control the safety and smoothness of traffic throughout the KL Lockdown period.
The alert level will be at its highest on October 23 to 28, 2025, and there will be no compromise on any security issues.
PDRM also focuses control in countries bordering Kuala Lumpur to ensure the smooth movement of international service vehicles.
Downtown & Main Street Closures
During this KL Lockdown, Kuala Lumpur city center will be completely closed.
Several main roads in the KLCC area and surrounding areas will be closed gradually for between 30 and 45 minutes to make way for official convoys of world leaders.
Among the roads involved include:
- Jalan Ampang
- Jalan Sultan Ismail
- Jalan P. Ramlee
- Jalan Pinang
- Binjai Road
- Tun Razak Street
- Parliament Street
- Jalan Bukit Bintang
- Imbi Street
- Damansara Road
- Palace Road
- Kuching Road
- Silver Road
Strategic intersections such as Jalan Ampang–Jalan P. Ramlee, Jalan Perak–Jalan Pinang, and Jalan Stonor–Persiaran KLCC are also expected to be affected. During this period, heavy vehicles are not allowed to enter the city center.
Closure of KLIA–Subang Highway and Route
The KL Lockdown also involves temporary restrictions on several major highways and airport routes, including:
- MEX (Sg Besi – Jalan Duta)
- PLUS (Sg Buloh – Jalan Duta)
- ELITE (KLIA – Putrajaya)
- NKVE (Subang – Jalan Duta)
- Guthrie Corridor Freeway
- KL–Seremban (Sg Besi – City Centre)
Meanwhile, for air routes, routes from KLIA and Subang to the city center are also affected by restrictions on the Putrajaya Ring Road and KLIA Toll Road.



Support Efforts: Schools and Civil Servants
To reduce congestion during the KL Lockdown, the government has implemented several additional measures:
- 70 schools in Kuala Lumpur will switch to online classes.
- Civil servants within a 25 kilometer radius of the city center were instructed to work from home (BDR) during the summit.
This step is expected to help reduce traffic burden and facilitate security matters around the capital.
Presence of World Leaders
The 47th ASEAN Summit will witness the presence of leaders from various countries including Brazil, South Africa, Cyprus and Finland. Also attending was the President of the United States, Donald Trump.
As Chair of ASEAN 2025, Malaysia will be the world’s diplomatic focus with important discussions involving economic issues, regional security and international relations.
Advice to the Community
During the KL Lockdown period, the public is advised to:
- Avoid traveling to Kuala Lumpur city center.
- Use public transportation such as MRT, LRT, monorail and buses.
- Follow the latest traffic instructions from authorities to avoid traffic jams.
The authorities also ask road users to monitor official PDRM and RTM announcements to find out the latest developments regarding restrictions and alternative routes.
