How to Register a Food Place (Complete FoSIM KKM Guide)

How to register a restaurant is an important thing you need to know before starting a food business in Malaysia. Every entrepreneur must register their premises with the Malaysian Ministry of Health (KKM) through the FoSIM system.

What is meant by Food Place List?

The dining place registration activity is a requirement below Food Hygiene Regulations 2009.

As stated in Rule 3all food places MUST be registered with the Ministry of Health Malaysia (KKM) before starting operation.

Eating establishments are categorized into 4 main types:

  • P1 – Food production place
  • p2 – Catering places include large-scale catering
  • p3 – Eating places such as restaurants, food stalls, food stalls, canteens and the like
  • p4 – Vehicles that sell ready-to-eat food (example: food truck)

Why is it necessary to register food establishments?

This registration is not just a formality, but is important for:

  • Make sure the premises adheres to food hygiene standards
  • Avoid legal action
  • Increase customer trust
  • Facilitate monitoring by the Ministry of Health

If you fail to register or renew your license:

  • Can be fined up to RM10,000
  • Or imprisoned 2 years

Registration Validity Period

Dining registration is valid for 3 years from the date of approval.

After the expiration date, you MUST renew registration to continue operating lawfully.

How to Register a Food Place

Here’s how to register a place to eat via the FoSIM system:

  1. Visit the FoSIM website. Visit:
  2. Click “Register” and fill in the required information.
  3. Then confirm and send.
  4. Check your email and click on the activation link provided.
  5. Use registered ID and password to login.
  6. Complete your personal information and upload a copy of the IC.
  7. Click “Submit” when finished.
  8. If trading on behalf of a company:
    • Upload the SSM document
    • Fill in company information
    • Send for verification
  9. Enter the menu: Registration/Application → Registration → Places
  10. Fill in all the venue information and submit the application.
  11. After passing, click “Action” and Print the Premises Registration Certificate.
  12. Certificate MUST be displayed on site You.
