PPTM is designed to ensure that the country’s higher education system remains relevant, competitive, resilient and ready to face global changes in line with MADANI Malaysia’s aspirations.​​

A total of 8,226 stakeholders have been involved in the PPTM planning and implementation process including public and private educational institutions, polytechnics, industry, entrepreneurs, government agencies, professional bodies as well as community representatives and academic figures from all over Malaysia.​​

The involvement of various parties ensures that the implementation of PPTM is collective and comprehensive, not just the responsibility of the KPT.

Implementation

Implementation of the Malaysian Higher Education Plan (PPTM) 2026-2035 will be gradual and inclusive starting with the official launch in January 2026.

The implementation process involves several important stages, including information gathering, engagement with various stakeholders and target groups, as well as surveying views from various community and industry backgrounds.​​

Implementation will be monitored through a special benchmark and dashboard system developed by the Ministry of Higher Education (KPT) to continuously monitor progress throughout the 10-year period.
