Approaching the month of Ramadan and the celebration of Hari Raya Aidilfitri this year, the Ministry of Domestic Trade and Cost of Living (KPDN) will implement OPS Monitor throughout the country.

About OPS Monitor

OPS Pantau is a national monitoring by KPDN to monitor traders’ compliance with the law to ensure there is no price or supply manipulation throughout the month of Ramadan until the Aidilfitri holiday.

KPDN Enforcement Officers throughout the country will be assigned to strategic locations and target locations to carry out inspections and take action as well as protect consumers from unethical traders.

At the same time, KPDN will collaborate with the Regional Government (PBT) to ensure that traders at the Ramadhan bazaar and Idul Fitri bazaar comply with the applicable laws and regulations during the period of implementing this operation.

For OPS Pantau 2025, a total of 70,906 inspections were carried out throughout the country and from this number, a total of 390 cases were generated with a confiscation value of RM42,878.52.

Implementation date

The date this operation begins February 19 to March 20, 2026.

Scope of Monitoring OPS Implementation

The scope of implementation of this ops is as follows:

  • Supplies and prices of goods that are of concern to the public during Ramadan and Idul Fitri include granulated sugar, chicken meat, chicken eggs, cooking oil, wheat flour, wet goods and sweets. This step ensures that the goods sold have a price tag, there is no profit taking, and the controlled goods are sold at the price set by the Government. Including items listed in the Hari Raya Maximum Price Scheme (SHMMP) for Hari Raya Aidilfitri 2026.
  • Business places that hold cheap sales so that advertising does not confuse consumers.
  • Ramadhan Bazaar and Aidilfitri Bazaar to prevent the sale of counterfeit goods;
  • Online sales are contrary to applicable law.

Law & Punishment

Any trader found guilty will be subject to action under the Price Control and Antiprofit Act 2011 [Akta 723] and may be subject to the following sanctions:

i) Violation for failure to display price tags

  • Individuals: May be fined by the court up to RM50,000 or an increase of up to RM25,000; And
  • Company: May be fined up to RM100,000 or increased to RM50,000.

ii) Violation of selling goods at controlled prices above the maximum price

  • Individuals: May be fined by a court of up to RM100,000 or imprisoned for not more than three years or both or an increase of up to RM50,000; And
  • Company: May be fined up to RM500,000 or increased to RM250,000;

iii) Violation of not placing pink price tags on price controlled goods

  • Individuals: May be fined by the court up to RM10,000 or an increase of up to RM5,000; And
  • Company: May be fined up to RM20,000 or increased to RM10,000.
